'hdfs –config /etc/hadoop/conf dfsadmin -safemode leave' gives connection refus

After, I installed HDFS by using ambari, when I try to start namenode, it failed and gives message addressed below.

fail: execution of ‘hdfs –config /etc/hadoop/conf dfsadmin -safemode leave’ returned 255. safemode: call from a.b.c/10.0.2.101 to a.b.c:8020 failed on connection exception: java.net.connectexception: connection refused; for more details see: http://wiki.apache.org/hadoop/connectionrefused

The problem is that when I use ‘netstate -lpn | grep 8020′ to check the port, there is no ‘8020’ port is on.
So I am confused about it. Why it try to connect 8020 port before such service which uses 8020 port is up?

Any help will be great.
