Currently, you can’t give the HA URL in the repository. You have to give the primary. This shouldn’t affect the enforcement, because the policies are retrieved from the central server.
However, if your standby node it active, then the lookup during creating the policies won’t work. You can still go ahead and create the policies. So it shouldn’t block you.
We are working on addressing this issue. Most probably it would be addressed in the next release.
